Sail To Success: Cross-Border Project Funding with the Central Baltic Programme

The Central Baltic Programme 2021-2027 is currently inviting project ideas in its fourth round of calls. With a budget of 152 million euros from the European Regional Development Fund (ERDF), this programme supports cross-border projects between Finland (including Åland), Estonia, Latvia, and Sweden to collectively address shared challenges across borders.

Central Baltic Programme, 2024 calls summary

Thematic areas and objectives
The programme’s framework is built on four thematic areas, housing seven Programme Objectives. Each objective is accompanied by a detailed description, as well as output and result indicators. Eligible projects are those that align seamlessly with these result-oriented expectations and indicators.

Project types and budgets
The Central Baltic Programme funds two types of projects: regular and small. These project types dictate the expected duration, budget, and eligibility for costs. Regular projects, with a maximum budget of 4 million euros have a flexible timeframe of 2-3 years. Small projects, with a budget ceiling of 213,550 euros, are permitted a maximum duration of 18 months.

Getting started: Find a project partner and consult with the programme’s team

Collaboration is key to a project’s success. So, applicants are encouraged to start their journey by finding partners who share their vision and collaborate with them in crafting the project application. Consulting with the programme team is also an important step for applicants, so as to ensure alignment with the programme’s requirements.

Cross-border funding
Every project must have a cross-border character and deliver anticipated results. Collaboration between partners from at least two programme countries – Estonia, Finland (including Åland), Latvia, and Sweden – is a must. Funding coverage extends up to 80%, with partners contributing a minimum of 20%, showcasing a shared commitment.

9-30 April 2024 (first step):
General Call for Regular Project Proposals  concerning the whole programme area
Targeted Call for Regular Project Proposals for partners from EU external border regions

10-31 October 2024:
Call for Small Project Proposals (single step)
• Regular Project Proposals (second step)
