Description

Due to unprovoked and unjustified military aggression of the Russian Federation on sovereign Ukraine the Agreement on financing and implementation of cross border cooperation programme “Estonia-Russia” 2014-2020 signed between the Republic of Estonia, the Russian Federation and the European Union (Financing Agreement) has been suspended and implementation of the Programme disrupted from 24 February 2022.

In accordance with the provisions of Article 11(2) of the Special Conditions of the Financing Agreement, the Commission considers that no further payments related to Russian participation in the programme can be made. In addition, Russian representatives shall not participate in any meetings and works related to programme implementation.

Among all other activities, the programming of the period 2021-2027 for Estonia-Russia CBC programme has also been suspended. However, the beneficiaries of the EU member states continue the implementation of activities.

Taking into account the above-mentioned circumstances and the suspension of cooperation with the Russian Federation, the Joint Monitoring Committee has approved the temporary name of the programme for communication purposes: Estonian EU external border programme (in Estonian: Eesti EL välispiiri programm)

The Estonia-Russia Cross Border Cooperation Programme 2014-2020 aims to foster cross-border cooperation between the Republic of Estonia and the Russian Federation to promote socio-economic development.

The Programme will complement overall European Union – Russia relations focusing on the eligible border regions on both sides of the border.

The Programme area includes the Põhja-Eesti region (incl.Tallinn) in Estonia as an adjoining region.
