Thematic objective
Encouraging tourism and cultural and natural heritage;
Specific objective
- Tourist attractiveness: Supporting the development of competitive tourist attractions that contribute to the diversification of tourist product(s) in the cross-border region;
- Cross-Border Touristic Product: Capturing economic benefits from development of natural and cultural heritage in the border area through creating common CBC touristic destination(s);
- People-To-People Networking: Capitalising the effect of cultural, historical and natural heritage tourism on border communities through common actions.

Investing in youth, education and skills through, inter alia, developing and implementing joint education, vocational training, training schemes and infrastructure supporting joint youth activities;
Specific objective
- Skills & Enterpreneurship: Supporting the development of attractive environment for advancement of young people in the border region achieved through cooperation;
- People-To-People Networking: Promoting cooperation initiatives for and with young people, then enhancing mobility of young people across borders.

Protecting the environment and promoting climate change adaptation and mitigation, risk prevention and management through, inter alia: joint actions for environmental protection; promoting sustainable use of natural resources, resource efficiency, renewable energy sources and the shift towards a safe and sustainable low-carbon economy; promoting investment to address specific risks, ensuring disaster resilience and developing disaster management systems and emergency preparedness;
Specific objective
- Joint Risk Management: Preventing and mitigating the consequences of natural and manmade cross-border disasters;
- Nature Protection: Promoting and enhancing the utilization of common natural resources, as well as stimulating nature protection in the programme area, through joint initiatives across the border.

Description
Interreg-IPA Cross-border Cooperation Bulgaria-Serbia Programme was adopted by the European Commission with Decision No C(2015) 5444 on 30 July 2015.
The Programme is financing projects related to development of sustainable tourism, youth and environment. The total amount of the Programmes’ budget is 28 986 914 euro.
The eligible area of the Programme covers NUTS III regions or equivalents, situated on the border between both partnering countries, including: Bulgarian districts of Vidin, Montana, Vratsa, Sofia province, Pernik and Kyustendil, and Serbian districts of Bor, Zajecar, Nisava, Toplica, Pirot, Jablanica and Pcinja.
The Ministry of Regional Development and Public Works of the Republic of Bulgaria is designated to perform the functions of Managing Authority, and the Ministry of European Integration of the Republic of Serbia is designated to perform the functions of National Authority under the Programme.
The eligible beneficiaries under the Programme are legal entities established in the eligible cross border region between Bulgaria and Serbia, which are non-profit making organizations (i.e. local/ regional/ national authorities or their subsidiary bodies; national and regional agencies; administrations of protected areas; local /regional forestry administrations; cultural institutions; community centres; NGOs; educational organizations – universities, schools, colleges and libraries; euro regions; associations of two or more of the listed above).
The First Call for proposals was announced on the 17th of August 2015. The total amount of the First Call for proposals’ budget was 12 687 304,24 euro.
The Second Call for proposals was announced on the 22nd of January 2018. The total amount of the Second Call for proposals’ budget is 12 121 602 euro.
The main office of the Joint Secretariat is situated in Sofia, Republic of Bulgaria, and the branch office – in Nis, Republic of Serbia.
